What the rings cover
Inner rings cover a tight south-island cluster of commercial and residential blocks. 5 psi and thermal effects stay on the peninsula’s dense core. 1 psi can reach along the island and toward the harbour without covering the whole metropolitan region.
The preset sits in the crowded southern core rather than in the geographic middle of the municipal area. That is deliberate. Casualty estimates in this tool count residents on a 1 km grid, so a pin on open water or a park would understate what people come here to understand.
Because the island is thin, rings that would be ‘Midtown only’ in New York spill toward the harbour more quickly. The model still ignores storm season, building type, and the suburban mainland.
