Singapore is a small island state with a very dense downtown. A 15 kt airburst over the core is large compared with the civic district and small compared with the whole island.

What the rings cover
Inner rings sit on the Downtown Core and neighbouring civic blocks. 5 psi covers a portion of the central area. 1 psi reaches across a slice of the island and leaves most residential new towns outside window-breakage.
The preset aims at the downtown and river core, not at Changi or a reservoir. That is the populated grid a visitor means by ‘Singapore’ in a nuke simulator.
Because the island is only about 50 km across, people overestimate how much of the country a Hiroshima-scale burst covers. The 1 psi ring here is still a local disk, not a nationwide event, in this model.
The casualty line will look high relative to land area because the core is stacked with residents on the WorldPop grid. It still ignores shelters, MRT commuting, and building type.
